This module provides useful information to assist Contractors in preparing winning bids. It provides information on tender submission, opening, evaluation, and contract award. It begins by explaining the most common tendering practices, non-conformities, and procedures in Namibia before going on to the practical compilation of a tender checklist for mandatory and technical documents. It also provides a full overview of the tender evaluation criteria and tendering principles such as validity, filling, cancellation, collation, anti-corruption, and conflict of interest, among other things.
This module explains the objective of a pre-tender site meeting and information to look for on receipt a tender document. It offers a
practical illustration of pretender meeting preparatory activities, punctuality, site risks, engineering techniques that are beneficial to
both the Contractor and the Client. It also offers strategies to give clients the best value for their money by minimizing construction costs and life cycle costs.
Cash flow constrains are one of the critical challenges that most Namibian projects are currently facing. The module teaches you how to assess and manage project risks and cashflows. It also emphasizes the need of accurately pricing all project risks and financing costs during tendering stage, because the cost of cashflow has a significant impact on project profit and cashflow.
The module includes a BOQ based exercise that teaches the acceptable request for quotation principles and how to compile a list of suppliers for a typical tender in Namibia. In addition to that, the facilitator guides the participants to compile a basic material price list that can be used on future tenders and teaches value engineering approaches for winning bidders.
The facilitator starts the module by explaining the preliminary and generals, their classification, and the consequences of underpricing. He highlights the aspects to consider when pricing P&Gs from the time the contractor takes possession of the site until the issuance of the Practical Completion Certificate. The facilitator then coordinates the pricing and building-up of unit rates for the preliminaries and generals of a typical tender BOQ.
Over the past few years, the fluctuation of construction material prices has wreaked havoc on construction budgets and created several disputes among investors, contractors, subcontractors, and material suppliers. This module teaches about the mitigation measures for unforeseen material price increase and the acceptable profit margin in the construction industry. It also explains the risks and approaches to consider when allowing for material price increases at the tender stage, as well as practical examples of mitigation measures to consider throughout the construction phase.
The module teaches about the minimum wage in the construction industry as well as the minimum acceptable labour output for different labour categories in Namibia. It provides real-life scenarios of several unaccounted-for hidden labour costs that can significantly reduce project profits. It also educates about the consequences of unfair employment and payment practises.
This module teaches how to build competitive BOQ unit rates from first principles such as material cost, labour, tools, equipment, and a fair percentage of profit. The BOQ trades to be taught include:
- Earthworks, Concrete, Formwork and Reinforcement, Brickwork, Waterproofing, Roof Coverings, Carpentry and Joinery, Ceilings and Partitions
- Ironmongery, Structural Steelwork & Metalwork, Plastering & Wall Linings, Tiling, Glazing, Paintwork
This module teaches how to build competitive BOQ unit rates from first principles such as material cost, labour, tools, equipment, and a fair percentage of profit. The BOQ trades to be taught include:
- Plumbing, Sanitary Fittings and Drainage
- External Work such as Paving etc.
